Born in Taichung, Taiwan, Chun-pei started piano at the age of six. After graduating from the Music School of Taichung econd Senior High with majors in piano and harp, she continued her study at the Taipei Teachers College, majoring in music education. During her undergraduate years, Chun-pei was the music director of the Taipei Teachers College Choir. Under her directorship, the TTC Choir won consecutive awards as the outstanding choral group in provincial competitions.

After graduation in 1992, Chun-pei taught music at the Taichung Ta Yung Primary School where she founded the Ta Yung Children's Choir. During her two and a half years of tenure, this group won three times the top prize at the annual Children's Choir Competition in Taiwan. Chun-pei was also awarded "the Best Choir Conductor and Teacher Prize" from the Taichung City Government. From 1993 to 1995, Chun-pei was simultaneously the director of the Taichung Northern District Women's Choir.

In 1995, Chun-pei entered the graduate program at Eastman School of Music where she studied choral conducting with Dr. William Weinert. In 1998, Chun-pei graduated with double MM Degrees in Choral Conducting and in Music Education.

She was the music director of the Chinese Choral Society of Rochester 1999-2001, and currently directing the Rochester Chinese Christian Church Children's Choir, which she has founded since 1997.
